Sometimes known as the Fire Islands because of the proliferation of active volcanoes, Kotar is a long stretch of mountainous islands north of Bael Nerath. These islands separate the nations of the civilised centre of Iomandra from the wilderness of Golyan. The swarthy-skinned humans here are quite outlandish and thought of as nothing but pirates.
They live in isolated, habitable pockets, along the island chain along with several other races including orcs, dragonspawn, trolls and others that live in the wilds. The human settlements are notable for the obsidian from which they are constructed. Few visit Kotar as the locals are not very welcoming, though it is rumoured an eladrin house or two has established itself here, probably searching for traces of their long lost realm of Cendriane. Apparently dragon overlords rule over all major islands of Kotar.

Kotar Pirates
Not an organisation as such, and not truly a bunch of lawless pirates, all vessels of the swarthy-skinned humans of Kotar are referred to as pirates ships by people who know no better. The Kotar seek to destroy Arkhosian ships when given the chance and protect their own islands from the Sea Kings fiercely. It is their rivalry with the Sea Kings that has led them to being branded pirates, though they are generally good people determined to protect themselves from the corruption of the south.

Sentinels of the True Way

Although many Kotarans are distrustful of magic, the Sentinels take this to a whole new level. The Sentinels seek to remove all magic from Kotar society and throw all magic items into the volcanoes of their homes.
Perhaps other nations mistake the odd Sentinel coaster for typical Kotarans, hence their labelling as pirates. Sentinels do target arcane spellcasters when in battles, but captured casters are given a chance to repent or are banished.
